Highlights 

 

Paul Leventhal’s Senate papers relating to investigations, hearings and enactment of the Energy Reorganization Act of 1974 and the Nuclear Non-Proliferation Act of 1978, and the Special Senate Investigation of the Three Mile Island Nuclear Accident, 1979-80, as well as enactment of TMI lessons-learned legislation.

 

NCI papers include the following:

 

- Detailed minutes of 62 meetings of the NCI-chaired Working Group on Nuclear Explosives Control Policy, 1982-1986, including presentations by guest speakers from the Executive Branch, Capitol Hill, industry and foreign governments, and development of the Working Group’s legislative and legal initiatives.

 

- Transcripts, minutes, special studies and reports of the NCI-SUNY International Task Force on Prevention of Nuclear Terrorism, of the international conference that preceded it, the outreach initiatives that followed it, as well as papers relating to the preparation of two books based on these efforts (1985-1988).

 

- Legal briefs in lawsuits and interventions organized by NCI challenging the withholding of the Morgan Memorandum and related U.S. analyses of the weaknesses of international nuclear inspections and safeguards (NCI vs. NRC, 1983); exports of U.S. nuclear power components to India (In re General Electric Co., 1983); “programmatic consent” for foreign use of U.S.-origin plutonium (Cranston v. Reagan, 1984); importation of South African uranium (In re: Braunkohle, Inc.,1987); exports of bomb-grade uranium fuel to European research reactors (In re Transnuclear, Inc. 1991, 2000, 2001); export of U.S. power-reactor spent fuel for reprocessing in France (In re Transnuclear, Inc. 1992); and exports of bomb-grade uranium for use as target material for medical-isotope production in Canada and Europe (In re Transnuclear,Inc., 1997, 1998)..

 

            - Legislative initiatives resulting in enactment of the Hart-Simpson-Mitchell Amendment barring use of plutonium from civilian nuclear power plants for production of nuclear weapons (1982); the Wolpe Amendment imposing anti-terrorism security measures on international transports of U.S.-origin fissile materials (1986); the Murkowski Amendment, barring air transports of plutonium fuel over the United States (1987); the Schumer Amendment barring exports of U.S. bomb-grade uranium to countries that refuse to convert research reactors to low-enriched uranium (1992), and the Nuclear Proliferation Prevention Act imposing sanctions on non-nuclear weapons states that test nuclear weapons (1994).  Also, the NCI-led initiative leading to introduction of the Nuclear Explosive Control Act of 1983, which identified and sought to close loopholes in U.S. non-proliferation law but was not enacted.

 

            - Transcripts, minutes and report of the Montevideo conference on averting an Argentine-Brazilian nuclear arms race, and of the book based on the conference (1988-89).

 

- All papers, correspondence, testimony, articles and reports pertaining to:

 

                        -- The NPT Review Conferences of 1975, 1980, 1985, 1990 and 1995, and

the NPT Extension Conference of 2000, with particular attention to NCI efforts to strengthen IAEA safeguards and delegitimate commerce in fissile materials.

 

-- Renegotiation of the U.S.-Japan nuclear cooperation agreement (1986-    

1990) and related NCI efforts in opposition to civil plutonium programs utilizing U.S. nuclear materials and technology in Europe and Japan (1982-present).

 

-- Renewal of U.S.-EURATOM nuclear cooperation agreement (1994-96),

                            with particular attention to unrestricted use of U.S.-origin plutonium in

                            European nuclear power programs.                

 

-- NCI’s “Tritium-Factor” initiative (1989-90) to use tritium’s relatively

fast decay to pace U.S.-Soviet nuclear arms reductions, which contributed to the shutdown of all U.S. military production reactors; also transcripts of an NCI-American Academy of Arts & Sciences workshop on the Tritium Factor, which led to a book based on the workshop.             

 

-- NCI initiatives against sea and air transports of civilian plutonium,

    including interactions with the IAEA, IMO, and governments in Asia,

    South Pacific and Europe. (1980s-90s).

 

-- NCI initiatives leading up to NRC promulgation of the “truck bomb  

                            rule” for protection of nuclear power plants (1983-1994).

 

-- NCI initiatives leading to restoration of DOE funding for conversion of

    foreign research reactors to non-weapons-usable fuel (the RERTR 

program) and to enactment of the Schumer Amendment restricting U.S. exports of bomb-grade uranium (1982-1992), and follow-up efforts that succeeded in achieving the taking back of U.S.-supplied bomb-grade fuel from foreign research reactors; also initiatives  to ban further use of HEU in research reactors worldwide, including delaying the start-up of the FRM II reactor in Germany with an HEU core, cancellation of construction of the Advanced Neutron Source Reactor at Oak Ridge, and cancellation of U.S.-Russian plans to introduce bomb-grade uranium fuel into the cores Russia’s plutonium production reactors (to present).

 

-- Negotiation of the U.S.-China nuclear cooperation agreement, with

special attention to safeguards, plutonium and illicit supply issues (1984-1997).

 

-- NCI-led initiative to advocate immobilization of excess U.S. and

Russian warhead plutonium as waste and to oppose plans for using such   plutonium as MOX fuel in nuclear power plants (1995-present).

 

-- Non-proliferation issues relating to India, Pakistan, Israel, North Korea,  

Iran and Iraq, including detailed analyses of the limitations of IAEA inspections in Iraq. (1981-present).

 

-- Post 9/11 efforts to upgrade security against terrorists at nuclear power    

                            plants and on fissile and other nuclear materials (2001-present).

 

-- NCI examination of linkages between nuclear power and nuclear   

weapons  and of the feasibility of alternative-energy and conservation     measures (NCI’s 20th anniversary conference, 2001, and the book based on the conference).
